This is a call for a technical dialogue for the procurement of a software for supervision of electronic remote exams for Laurea University of Applied Sciences. This notice is not a pre-notice, a procurement notice, an invitation to tender nor an invitation to a negotiation procedure nor will this publication of a notice open a call for tenders. The aim is to identify potential service providers for online exam monitoring software, that allows to monitor students performing exams regardless of their location. The purpose is to purchase ready-made SaaS solution. The service provider is expected to also offer deployment and maintenance of the software service as well as support services. The aim of this call for technical dialogue is to identify potential service providers for online exam monitoring software, that allows to monitor students performing exams regardless of their location. Laurea University of Applied Sciences operates in five locations in the Uusimaa region (Otaniemi and Leppävaara in Espoo, Tikkurila in Vantaa, Hyvinkää, Porvoo and Lohja). Laurea has about 7 800 students and 600 employees. Laurea is a limited liability company with a turnover of approximately EUR 52 000 000 and owned is 97 % municipal.
Laurea may use the technical dialogue responses in the planning of a future procurement. Responding to the call for the technical dialogue and participation in a dialogue is not a prerequisite for participation on any future tendering process, nor is it binding the participants involved. Participating to a potential future tendering process does not require giving information to this request. No compensation will be paid to those involved in the dialogue. This call for technical dialogue does not oblige the contracting entity to carry out the procurement. Laurea is exploring the possibility of carrying out the possible future procurement together with other universities.

Potential service providers interested in participating in the dialogue are kindly asked to register via email as soon as possible and at latest by Friday, 14 May 2021 at 23.59 (EET). Use a reference ‘TD for an Online exam monitoring software’ and the company name as the subject of the email.
The Potential service providers may receive indicative procurement materials by email for their review and commenting and/or an invitation to a Teams meeting between the service provider and the contracting entity. Contracting entity will decide the content and scope of the technical dialogue later on. The planned start of the dialogue is scheduled for mid-May. The service providers may register in Finnish or English.
