Short description
This is a prior information notice regarding the procurement of a city bike system as a service. City of Oulu is about to start the tendering process in order to procure a City bike system. The city bike system should include all aspects of the service (end-to-end service) e.g. bikes, racks, other infrastructure, IT-services, customer service, maintenance and balancing of the bikes. City of Oulu have already planned station locations (could be both physical and virtual stations). Target of the tendering is to procure a long lasting system with a special focus on life cycle costs, environmental issues and sustainability. City of Oulu is well-known for it's cycling infrastructure, high cycling modal share and winter maintenance of cycling paths. City bike system is targeted to launch on summer 2022. Exact length of the contract will be defined during the negotiation process. Contracting entity may ask service providers to participate a separately arranged market dialogue before the actual contract notice is published. Via market dialogue the contracting entity can define e.g. pricing and advertising model of the system. The final invitation to tender will be defined based on the preliminary information and negotiation round. Preliminary call for tender will be published in April-May 2021. Negotiation process will be arranged during June-August 2021. The contracting entity will define the number of required negotiation rounds. Current estimation is that there will be 1-2 negotiation rounds.
