Short description

The purpose of this prior information notice is to seek potential candidates to regarding Fintraffic Vessel Traffic Services (Fintraffic VTS) planned procurement for automated port call information service. The port call information service will provide information about the vessels at Baltic Sea arriving and departing to commercial ports in Finland.The service must be able to provide automated arrival time estimation (ETA, ETB) and functionality for creating time stamps for actual port call events (ATA, ATD). The port call information service is computing service with API interfaces for accessing the data. The port call information service will be used to predict the arrival of the vessels to predefined locations along the Finnish coast. The predefined locations can be pilot boarding places, port areas, berths and other areas of interest. The port call information service is expected to provide ETA estimations for port call arrivals. The solution could be based for example on the machine learning algorithms that produce updating ETA estimates for all vessels arriving to Finnish ports at reasonable accuracy. The port call information service will also create time stamps for the actual port call events based on geo fencing (identification of the vessel, specified area, event time) and vessel locations. The vendor should be experienced on providing similar service for commercial ports and/or for governmental maritime services. Fintraffic VTS will distribute the data from the service to all potential stakeholders in Finnish port ecosystems. Therefore, the distributing model must be open or limited based on the agreement with the service provider. Based on this market survey, Fintraffic VTS ltd aims to obtain information on market players and service implementation options for the provision of the for automated port call information service. Today’s maritime supply chains have become increasingly complex – it is a world where a large number of stakeholders interact every minute of every day to manage vessels as they depart, travel and arrive at ports across the globe. To operate effectively and efficiently in complex, customer-centric value and supply chains, all stakeholders require visibility of the vessels and ports they visit. Terminal operators, barge operators, freight forwarders, road hauliers as well as rail operators will all be able to improve their operations when their activities can be synchronized (Just In Time) with the operations for the vessel that carries the shipments that are relevant for them. E.g. road hauliers waste more time waiting at locations to load/unload than any other cause (including road congestion). To deliver this visibility across supply chains involving maritime transport, the industry clearly needs global data standards.
