BACKGROUND

BusinessOulu is Economic development organization of the City of Oulu, and it is responsible for implementing the city's industry policies and providing companies with development services according to the principles outlined by the City Council and City Board. BusinessOulu aims at creating a business climate that supports entrepreneurship and boosts the creation, operation, growth and competitiveness of businesses, which will, consequently, enhance the employment situation. BusinessOulu promotes the internationalization of local companies and handles the international business marketing of Oulu. BusinessOulu helps local companies in their internationalization activities. One of the key challenges is the ability to provide business supporting services in different countries and for different industry sectors and market areas as well as finding proper distributors or distributor networks to best suit to our customer’s needs in selected market areas. THE PURPOSE OF THE INVITATION TO TENDER

The purpose of this Invitation to Tender is to request tenders on next services in order to help/support BusinessOulu and Oulu based companies to reach Kazakhstan markets: 1. To represent BusinessOulu and BusinessOulu activities in Kazakhstan. 2. Providing market information from different business sectors and industries to support BusinessOulu‘s internationalization support activities in Kazakhstan. 3. Linking BusinessOulu to right networks and organizations in Kazakhstan. 4. Operative work during business delegations, meetings, planning delegation programs etc. 5. Reporting once (1) per month to do list and activities and results. The Service must be provided locally in Kazakhstan and includes seven (7) to nine (9) working days per month. The contract period is 12 months starting from the signature date.

THE ASSESSMENT OF THE TENDER

The assessment and selection of the tenders will be done as next: Price (Max. 30 points) •The price will given euro (€)/working day. One working day is 7,5h. •The price includes all the costs and no extra costs are not allowed. •The tender quoting the lowest price of one working day in Euros (€) (comparison price) will be given 30 points and other tenders will be given scores according to the following formula: The lowest price / price to be compared * 30. VAT information: The Customer is registered for VAT. Indicate on the Annex 3 “Price form” whether EU regulation and reverse VAT will be applied. Reverse VAT means that the supplier will not charge VAT when invoicing the Customer, but the Customer will pay Finnish VAT (24 %) directly to the Finnish authorities. If the reverse VAT charge is not applied, provide clearly the foreign VAT percentage that will be charged on top of the price without VAT. If foreign VAT is charged, it will be included into prices that are taken into account in price comparison. Qualitative merits and properties (Max. 70 points) The tenderers are asked written responses to following qualitative elements: 1. Capabilities (10 points): The tenderer (a company or responsible person) should present three (3) references from the field of business development, networking or helping companies to establish their business in Kazakhstan. The references have to be real-life business cases with named customers, and they must not be older than five (5) years. 2. Content (50 points): The tenderer must describe the draft plan and content of the offered services (1-2 A4). 3. Project management (10 points): The tenderer should present the structure of the team (e.g. number of persons, allocation of tasks and responsibilities) and CV of the responsible person. The assessment of the elements (1&3) will be scored by giving points in scale 0 or 10 (0 = there are no 3 references, 10 = there are 3 references). The assessment of the item 2 will be made using following criteria: Excellent (Exceeds the requied standard) = 41-50 points Good (Meet the requied standard) = 31-40 points Acceptable (Meet the standard in most acpects but fails in some) = 21-30 points Limited (Fails in most standard) = 1-20 points Not eligible for consideration (Completely fails meet the standard) = 0 points Please note that tenders unable to meet the minimum requirements specified later of this Invitation to Tender will not be selected to further evaluation rounds.

TENDERER ELIGIBILITY

The tenderer must be an organization duly registered in authorities as required by the applicable laws. The tenderer must have fulfilled its legal duties concerning taxes, payments of social security and other similar official fees and duties in the country of the tenderer’s location. All the requied documents concerning Tenderer eligibility (trade register, taxes and payments, business eligibility) will asked to deliver ONLY from the tenderer who will be chosen to be the Service Provider.

SUBCONTRACTING

The tenderer may use subcontractors that have been approved by the Customer during the tender process. In other regards, the tenderer is not authorised to contract any tasks under this Contract to subcontractors without the Customer’s express written consent. The subcontractors used to provide and being directly involved in providing the services shall be listed in the “Eligibility Form”. The named subcontractors are regarded as the tenderer’s resource. If the tenderer has invoked the resources of subcontractors in the tender, the tenderer must commit to the condition that the subcontractors he has named in the offer are available for implementation of the acquisition, if the tenderer is selected. The Contracting Authority has the right not to accept a named subcontractor for a justifiable reason. The awarded tenderer must, prior to the contract signing, provide the same information and the same reports regarding subcontractors directly involved in providing the services. General statement The Contracting Authority has the right not choose anybody to be a Service Provider in any cases.
