Short description

Nordic Battery Belt is an EU project funded by Interreg Botnia Atlantica. The project aims to develop a strategy for sustainable and cost-efficient cross-border logistics for the emerging battery industrial cluster called “The Nordic Battery Belt” in The Kvarken region (Nordland (Norway), Västerbotten (Sweden) and the Ostrobothnian regions (Finland)).

A rapidly expanding battery industry, in combination with the geographical locations of input goods and export markets means there will be new transport needs to be handled. The project aims to map these new flows of goods and analyse the needs for improvements in terms of transport infrastructure and logistics solutions in the region. The results of the project will be used by the project partnership in dialogues with investors, as well as to strengthen the logistics and transport infrastructure of the region.

As lead part of the project, the Kvarken Council - European Grouping of Territorial Cooperation
(EGTC) is to procure an investigation of local/regional supply-chains and logistics solutions for battery production. This will be carried out in close cooperation with the project partners and owners of the project; Municipality of Skellefteå and their business-development department (SWE), Kokkola region business and development company Ltd (KOSEK - FI), Vaasa region business and development company Ltd (VASEK - FI) and Rana Region development company (Rana Utvikling - NO). These partners/owners will also form the steering and evaluation-group for the work carried out in the project. The procured consultant is expected to have continuous status meetings with the project reference group.

The task consists of two main parts. We estimate the scope to be about 750 hours in total.

Tenderers need to provide an organization that consists of the following competences:

• Logistics (minimum five years of experience)

• Transport planning (minimum five years of experience)

• Value chains (minimum five years of experience)

Competences and relevant cases are to be validated by CVs and references.


The best tender in terms of price and quality will be accepted.

A budget price is to be offered in euros (EUR), including Value Added Tax (VAT).

Quality will be evaluated by the factors “work process”, “project organisation”, and “reference projects”. A comparison price will be calculated by reducing the tenderers stated budget price with an amount based on the assessed quality of each factor. The maximum total reduction of the comparison price is EUR 25 000. The tender with the lowest comparison price will be accepted.

Work process (10%)

Tenderers should provide a description of the work process they would use for this project, and a timetable for activities and sub-activities.

The quality of the provided description will be evaluated. The comparison price can be reduced by EUR 2 500 at the most for this factor.

Project organisation (40%)

Tenderers should provide a description of project organisation, together with CVs of offered consultants.

Provided team gives a small added value, 5 000 reduction

Provided team gives an added value, 10 000 reduction

The quality of the provided description and CVs will be evaluated. The comparison price can be reduced by EUR 10 000 at the most for this factor.

Reference projects (50%)

Tenderers should provide a description of two similar reference projects (analysis of regional goods transports and logistics), together with contact details as well as names of offered consultants that worked with the project. Projects should be no older than five years.
